Legislative Exemptions from Safety Requirements Administered by the Federal Motor Carrier Safety Administration

This correspondence responds to a request from the Senate Committee on Commerce, Science and Transportation, Subcommittee on Surface Transportation and Merchant Marine Infrastructure, Safety, and Security, to identify legislative exemptions from motor carrier safety laws administered by the Department of Transportation's Federal Motor Carrier Safety Administration. The Congress is examining whether certain motor carrier safety exemptions should be granted through regulation or through legislation. We identified and summarized 20 legislative-based exemptions currently in force, addressing a range of activities and entities.
