This is our report on a major rule promulgated by the Environmental Protection Agency (EPA). It was published in the Federal Register as a final rule on April 21. The rule also requires Georgia and Missouri to submit SIP revisions meeting the full NOx SIP Call budgets since they were not required to submit Phase I SIPs. Enclosed is our assessment of the EPA's compliance with the procedural steps required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule. EPA notes that there is less cost incurred per internal combustion engine than noted in the original RIA that estimated costs for controls of $100 million.
