Highlights

A firm protested a General Service Administration (GSA) contract award for local telecommunication services, contending that GSA: (1) unreasonably evaluated proposals; and (2) performed an inadequate price realism analysis. GAO held that: (1) GSA evaluated proposals in accordance with the stated evaluation criteria; and (2) there was no basis to determine that GSA performed an inadequate price realism analysis, since the awardee's lower-priced offer presented the best value to the government. Accordingly, the protest was denied.
