Several government unions protested a Defense Logistics Agency (DLA) contract award for distribution services, contending that DLA unreasonably decided to contract for work rather than perform it in-house. GAO held that the protesters were not actual or prospective bidders, and thus were not interested parties eligible to maintain a protest at the General Accounting Office. Accordingly, the protest was dismissed.
