An individual protested a General Services Administration (GSA) lease award for office space, contending that GSA improperly: (1) rejected its bid, since its building was only marginally located in a flood plain; and (2) awarded the lease to the high priced bidder. GAO held that: (1) the protester untimely filed its bid rejection protest more than 10 days after it knew the basis of protest; (2) the solicitation stated that flood plain property would only be leased if it were the only practical alternative; and (3) GSA properly rejected the protester's bid, since it received 5 acceptable offers from bidders whose properties were not located in flood plains. Accordingly, the protest was dismissed in part and denied in part.
