Prospective Evaluation Methods: The Prospective Evaluation Synthesis

GAO provided a transfer paper as part of a series its Program Evaluation and Methodology Division developed to provide evaluators with guides to various aspects of audit and evaluation methodology, to illustrate applications, and to indicate where more detailed information is available to adequately assist congressional decisionmakers in their deliberative processes. GAO noted that this methodology transfer paper focused on a: (1) systematic method for providing the best possible information to congressional decisionmakers; and (2) combination of techniques that would assist evaluators analyzing alternative proposals and various projections.
