GAO commented on the Department of Justice's (DOJ) refusal to participate in the GAO review of executive branch compliance with certain congressional requests for documents. DOJ believed that the review exceeded GAO authority and conflicted with congressional responsibilities. GAO noted that: (1) it had the authority to conduct the proposed review; and (2) the review did not conflict with congressional intelligence committees' authority.
