This article, which appeared in the GAO Journal, No. 5, Spring 1989, discusses the United States' lack of a realistic anti-drug strategy. The National Drug Control Strategy's failure to prioritize its objectives for reducing drug supply and demand prevents decisionmaking regarding the allocation of scarce resources, and renders all of the strategies ineffective. The Director of National Drug Control Policy must focus on establishing goals that are attainable within limited resources.
