GMRs: Three Managers' Perspectives

This article, which appeared in the GAO Journal, No. 3, Fall 1988, presents a discussion of GAO general management reviews (GMR) from the perspective of three executive branch administrators. The discussion focused on: (1) the effectiveness of GMR; (2) the need for cooperative and supportive agency heads if GMR are to be effective; (3) the need for agency heads to be experienced managers; (4) ways to improve GAO review procedures and its overall approach to GMR; (5) ways to improve government efficiency; and (6) ways to attract and retain good career professionals and political appointees.
