GAO commented on the Panama Canal Revolving Fund Act and the Department of Transportation and Related Agencies Appropriations Act, 1988. GAO determined that: (1) creation of the revolving fund eliminated the need for annual appropriations to the Panama Canal Commission; (2) there were no inconsistencies between the two acts' restrictions concerning authorization and use of funds; (3) the Panama Canal Act prohibits the Commission from using funds for administrative expenses unless specifically provided for in an appropriation act; and (4) the Omnibus Budget Reconciliation Act of 1987 did not rescind the Commission's appropriated funds, but merely transferred them to the revolving fund until expended.
