GAO had dismissed the protest because the protester failed to timely file the protest with DLA. In its request for reconsideration, the protester contended that DLA should have received its protest despite a clerical error on its part. GAO held that the protester should have timely filed its protest with DLA. Accordingly, the dismissal was affirmed.
