This document, which presents designs for three specific evaluations, is intended to be used as a companion-piece to the transfer paper, Designing Evaluations. The designs have four purposes to: (1) serve as guidance to managers and staff in the execution phase of the job; (2) minimize time that would otherwise be lost on a job when staffing changes must be made later on; (3) give job sponsors a clear understanding of what information will be produced by the job; and (4) help GAO judge what the achievements of the finished evaluation are likely to be so as to decide on the merits of proceeding with the work.
