In response to a congressional request, GAO reviewed the Navy's use of fiscal year 1985 research and development appropriations for the acquisition of the Ship Propulsion System. GAO found that, under the authorization act, funds are available only for the Rankine-Cycle Energy Recovery System and the MK-92 Fire Control System, and the obligation of these funds for some other purpose might require taking exception to the certifying officer's account.
