This article, which appeared in the GAO Review, Vol. 20, Issue 4, Fall 1985, provides a history and profile of the GAO Personnel Appeals Board (PAB) which was the cornerstone of the GAO Personnel Act of 1980. It discussed: (1) the need for a separate personnel system to exempt GAO from executive branch administered laws and regulations relating to personnel matters and to allow GAO to establish its own independent system; (2) the statutory independence of PAB; (3) GAO and PAB cooperative and independent reinforcement of PAB independence; (4) subjects within PAB jurisdiction; (5) the PAB General Counsel's role; (6) the PAB appeal procedure; (7) merit system protection; and (8) equal employment opportunity program oversight.
