In testimony before a congressional subcommittee, GAO expressed support for enactment of H.R. 597 which would increase the maximum amount that could be paid in the administrative settlement of military claims and for other purposes. GAO stated that shifting the fiscal accountability for allowable claims between $25,000 and $100,000 and an additional $75,000 of claims in excess of $100,000 may benefit the Government in compromise settlement offers and in the management of Government activities which give rise to such claims. GAO also believes that administrative paperwork would be reduced, claims would be paid 4 to 6 weeks faster than they are currently, and the level of disbursement for claims by the Department of the Treasury could be reduced. Any loss in GAO oversight would be compensated through its general audit authority.
