GAO established its Civil Rights Advisory Council in 1971 to improve communication between management and employees and to develop civil rights action plans. The council's position is that minorities and white females should achieve a proportionate share of professional positions in the GAO management structure. To this end, the council reviewed promotion and profile statistics of the GAO Civil Rights office and reported on the composition of the professional work force within GAO. The paper concluded with several recommendations to GAO regarding the development of a balanced management structure, the use of the Upward Mobility Program, and the charging of time program participants spend in training.
