A proposed Federal Acquisition Regulation requires that contractors who are authorized to use interagency motor pool vehicles obtain automobile liability insurance for the protection of the contractor and the Government against losses and claims resulting from the contractor's use of the vehicles. GAO is of the opinion that the self-insurance policies of the Government should be applied to these risks and that the contracting agencies should be responsible for these losses in the same manner as when they are responsible for motor pool vehicles operated by their own employees. GAO had no comments on regulations regarding the acquisition of equipment by lease or purchase and advance agreements for research and development bid costs.
