Career Level Council--Annual Report 1981

This report for fiscal year 1981 presents various recommendations which are intended to benefit both the GAO career level staff as well as GAO as a whole. The report discusses planning organizational changes, organization and operations issues, personnel issues, special studies issues, and actions taken on previous years' Council recommendations. Various generic and grade-related issues are also presented for continuing consideration by future Councils.
