Circumstances Surrounding Contract Award

GAO was asked to investigate the circumstances surrounding the award of a Department of Education contract. In response, GAO agreed to consider the requestor's expressed concerns regarding the propriety of certain procurement practices since an investigation into the Department of Education's procedures for awarding grants and contracts was already underway. However, GAO would not investigate the specific contract award since the request would normally be considered as a bid protest, and as such was untimely filed.
