Proposed Amendment for Selection, Designation, and Termination of Designation of Contracting Officers

Comments on a proposed amendment to the Federal Procurement Regulations are presented. GAO is in favor of this proposed amendment which requires agencies to establish procedures concerning the selection, designation, and termination of designation of contracting officers. It also requires that contracting officer selections and designations be made only by the head of an agency, the head of a procuring activity, or their designees, and adds criteria to be evaluated in the selection and designation of contracting officers.
