Highlights

Four companies protested the rejection of their bids as nonresponsive for failure to submit color lists of special purpose carpet before bid opening. Since bidder was obligated by signing bid to furnish minimum number of colors, requirement concerned responsibility, therefore, list could be submitted after bid opening. Protests were sustained.
