Michael J. Sullivan is a Director in GAO’s Contracting and National Security Acquisitions team. He oversees GAO’s reviews of the Joint Strike Fighter and directs a body of work examining how the Department of Defense can apply best practices to the nation’s largest and most technically advanced weapon systems acquisitions. This work has spanned a broad range of issues critical to the successful delivery of systems, including technology development; product development; transition to production; software development; program management; requirement-setting; cost estimating; and strategic portfolio management.

Mike has been with GAO for 33 years. During that time he has directed reviews of several major weapon system acquisitions, such as the F-22 and Global Hawk. He has also directed GAO’s annual assessments of DOD’s major weapon systems programs, and worked with Congress in establishing acquisition policy reforms.

Mike earned a master’s degree in Public Administration and a bachelor’s degree in Political Science from Indiana University.

Mike works in GAO’s Dayton Field Office.
