Jessica Lucas-Judy is a Director in GAO's Strategic Issues team. She oversees work on IRS and tax administration and policy issues, including IRS's tax filing season performance, equity issues in tax policy, identity theft refund fraud, private tax debt collection, IRS alternative dispute resolution programs, tax data security, the tax gap, and effective corporate tax rates. In addition, Jessica leads GAO's efforts to identify and mitigate fragmentation, overlap, and duplication in federal programs.

Jessica joined GAO in September 2000. She previously served as Assistant Director in GAO's Forensic Audits and Investigative Service and Homeland Security and Justice teams. Prior to joining GAO, she worked in the Department of Justice’s Office of the Pardon Attorney.

Jessica earned a master's degree in public policy from Georgetown University and a bachelor’s degree in political science from Bryn Mawr College.
